The padlock necklace, $12, is available at Hot Topic. It's cheap enough to layer two fo them for Shawkat's look. If you want to go more chic than Sex Pistols (the originators of the padlock worn as a necklace) then just remove the lock. This is also one of those looks you might be able to craft for yourself out of chains at the craft store or hardware store. Be creative!
